
The plenary session in the Assembly has begun. The agenda focuses on four interpellations with ministers, administrative-territorial reforms, as well as a series of draft laws affecting various sectors. The session will begin with the approval of the minutes of the October 5 meeting and announcements. An urgent interpellation with the Minister of Internal Affairs, Ervin Demo, will then be held, requested by a group of deputies of the Democratic Party Parliamentary Group.
Three more interpellations are scheduled to follow. Two of them are with the Minister of Infrastructure and Energy, Enea Karakaçi, requested by MPs Ermal Pacaj and Tedi Blushi, respectively. The fourth interpellation is with the Minister of Finance, Petrit Malaj, requested by MP Tedi Blushi. One of the main points of the session is the draft law “On the administrative-territorial division of local government units in the Republic of Albania”, which is expected to be one of the issues of most interest in the Assembly.
The agenda also includes a draft law on the ratification of the Council of Europe Convention on the Protection of the Profession of Lawyer, an agreement with North Macedonia on the establishment of joint border crossing points and the conduct of joint checks, as well as amendments to the laws on banks and the payment system. The deputies will also consider amendments to the law on environmental protection, a draft law on geographical indications for craft and industrial products, as well as amendments to the legislation on trademarks, patents, utility models and supplementary protection certificates.
Another important point is the draft decision on the establishment of a parliamentary investigative commission to control the legality of the activities of the state-owned company “KAYO” jsc, regarding cooperation agreements, production, import, export and trade in weapons, ammunition and military equipment.
At the end of the session, a draft decision on changes in the composition of the permanent committees of the Assembly will also be considered, while the deputies will have the opportunity to discuss issues outside the agenda. In the meantime, a protest has been announced by the opposition inside and outside the Assembly hall.
