The show "Fiks Fare" on TCH has published the testimonies of the group of prosecutors investigating Deputy Prime Minister Belinda Balluku, given to the Council for Regulation, Mandates and Immunity, at the meetings of December 19, 2025 and February 23, 2026.
In these meetings, the group of prosecutors, led by SPAK head Klodian Braho and prosecutor Dritan Prençi, read to the deputies the testimony of Mirzeta Kashnica, an employee at the Ministry of Infrastructure, given to SPAK prosecutors, after she cooperated and revealed the violations of former Deputy Prime Minister Belinda Balluku.
The prosecutor of the case, Dritan Prençi, showed details from the file, confessing that the witness was threatened with her life by strongmen and employees of the minister's cabinet. The prosecution requested authorization from the Parliament for the arrest of Balluk, through the replacement of the security measure. At the meeting on December 19, despite the prosecutors articulating that witnesses are being threatened and intimidated, no decision was made.
"In the context of the violation of the collection of evidence, but also taking into account the circumstances of the criminal act, which have become aggravated, the prosecuting body is still continuing with the investigations, the collection of evidence, documentary evidence and witnesses," said the prosecutor in the case.
Meanwhile, the head of SPAK articulated that "our concern is that the secret be preserved and the declarations be completed."
The prosecution said at the December meeting that it is a large quantity of 13 volumes, which they have presented listed for everyone to access.
The meeting at the end of last year was postponed without a decision and without a date for when it would convene. Then, according to documents available to Fiks Fare, the Council for Regulation, Mandates and Immunity met on February 23, 2026. In this session, SPAK prosecutors stated that witness Mirzeta Kashnica, an employee at the Ministry of Infrastructure, has been threatened with death by criminal groups and cabinet employees.
"Following the investigation, it has emerged that the defendant Belinda Balluku, during the time she was introduced to the accusation by the procedure body, while exercising her duties as Deputy Prime Minister of the Republic of Albania and Minister of Infrastructure and Energy, has exerted pressure in various forms on the person questioned in this criminal proceeding, specifically; citizen Mirzeta Kashnica, her subordinate. The defendant's free status poses a real risk in the collection of evidence due to the duty and function she exercises. It is evident that the defendant has already made efforts to influence witnesses," said prosecutor Dritan Prençi.
Kërcënimet ndaj dëshmitares janë evidentuar edhe nga Ardian Kalia, avokati i zonjës Balluku.
“Prokuroria e Posaçme pretendon se është shkelur masa e sigurimit nga ana e zonjës dhe se ka intimiduar ose helmuar provat” tha Ardian Kalia, avokat i Ballukut.
Prokurori i çështjes, Dritan Prençi, ka relatuar se dëshmitarja Mirzeta Kashnica, pasi ka bashkëpunuar, është kërcënuar me jetë. Ndërkohë, drejtuesi i SPAK-ut, Klodjan Braho, thotë se mosdhënia e autorizimit për arrestim sjell rrezik për prishjen e provave.
“Te relacioni dhe provat mbështetëse ne kemi paraqitur procesverbalin e transkriptimit të përgjimit të bisedave, të lejuara me vendim të gjykatës, të datës 20.11.2025, mes Mirzeta Kashnica dhe një personi tjetër. Në përmbajtje të këtij transkriptimi, rezultojnë të dhëna për intimidimin e personit, tashmë të marrë të pandehur, Mirzeta Kashnica, por edhe të personit tjetër bashkëbiseduar, e theksoj, me të cilën bisedon zonja, pasi edhe ajo, të cilën nuk po e përmend si emër, është person ndërveprues në procedurën e prokurimit, për të cilën është marrë e pandehur Kashnica”, ka vijuar prokurori Prençi.
Më tej ka shtuar se zonjat janë specialiste të nivelit të lartë në Ministrinë e Infrastrukturës dhe Energjisë, vartëse të ministres.
“E pandehura Mirzeta Kashnica ka pasur një bashkëpunim me organin procedues. Ka përmbajtje, siç edhe duhet të jeni njohur, që zonja është e frikësuar, përmend edhe emrat se nga kush është e frikësuar, emër zyrtar, por edhe persona të fortë në rang grupesh të tjera. Përmend tundimin nëpërmjet korrupsionit që të ndryshojë thëniet apo edhe të zëvendësojë mbrojtësin e saj me një mbrojtjes të pëlqyer nga personat që i vetëofraohen” pohon Dritan Prençi.
Nga ana tjetër, drejtuesi i SPAK-ut, Klodjan Braho, tha se: "Duke pasur parasysh bisedën, krijojmë një lloj dyshimi se ekziston rreziku që të jenë dëmtuar provat. Kemi një bisedë konkrete që krijon dyshime serioze që ka ndodhur, sepse bashkëbiseduesit në atë bisedë u referohen pikërisht personave nga kabineti i ministrit. Duke qenë se është kjo mundësi, se mund të mos jesh edhe në funksion, por ke diku një person tjetër që ka pushtet mbi dëshmitarin, që është drejtori i dëshmitarit, për shembull”.
Ndërkohë, prokurori që ka në dorë aktet ndaj zonjës Balluku dhe zyrtarëve të tjerë, tha se “në përmbajtje të asaj çfarë ka prodhuar ky transkriptim i bisedave të përgjuara, bëhet fjalë për intimidim nga persona jozyrtarë. Aty përmenden ‘të fortë’, e përmend vetë zonja, pra persona jozyrtarë. Pastaj, nga personat zyrtarë bëhet fjalë për persona nga kabineti i ministrit, është e shkruar”.
Në fund, prokurori Dritan Prençi rrëfeu në Kuvend dëshminë e Mirzeta Kashnicës.
“Tani, në procesverbalin e transkriptimit të përgjimit të datës 16.12.2025, të cilin ne e kemi paraqitur si provë në relacionin, në faqen e parë, nga katër faqe të këtij procesverbali, është dëshmia”, vijoi prokurori, ku në fund lexoi dëshminë e Mirzeta Kashnicës.
"I have found out who did it to me so far. I have not told anyone, except the one in the minister's office, that she came to put pressure on me, my sister; they threatened me at home, they sent people to me. By God, they were sending people to me; they brought my father at 10 pm, threats for ten days; we will remove my mother from work, sister, you. Okay, I told her, I am not being pressured. I told her to her face; I do not feel pressured at all, I told her. Yes, I told her, even if you want as much money, you have to keep your mouth shut.
