
The clash between former Deputy Prime Minister Belinda Balluku and Top Channel is now open. After the first show of "Fiks Fare" where the former number 2 of the government was accused of still exercising her influence in the ministry even after her dismissal, Balluku accused the national television of "fine-imposing". "Fiks Fare has returned to this issue again.
On Wednesday evening, "Fiks Fare" brought the testimony in voice and image of the father of Mirzeta Kashnica, an employee at the Ministry of Infrastructure and Energy, who has received death threats after cooperating with the Special Prosecution Office on the file against former Deputy Prime Minister Belinda Balluku.
In front of the investigative show's journalists, Zaim Krasniqi (alias Dhimitër Kashnica), the father of Mirzeta, who was named a defendant in the same case as the former minister, recounts his daughter's long ordeal, the threats to her life, and the suicide of the employee's husband.
The story begins with one of the largest infrastructure projects of recent years, the Llogora tunnel, part of the Orikum-Himarë road axis, on the Vlorë-Sarandë highway. But before it became a reality, the project went through two tender procedures. The first tender was opened on December 11, 2020, with a limit fund of about 19.1 billion lek. 6 economic operators participated in the competition, but the procedure was canceled in April 2021, with the argument that no bid was in accordance with the tender documents.
Among the offers was that of the company "Gjoka Konstruksion", about 140 million euros, which turned out to be the lowest offer. Just a few months later, on June 22, 2021, the tender was reopened. This time the limit fund was about 18.9 billion lek excluding VAT. 5 offers were submitted in the competition and the winner was declared the merger of the Turkish companies "Intekar" and "ASL", with a bid of about 170 million euros excluding VAT. This procedure is currently the subject of an investigation by SPAK.
According to SPAK, Ms. Belinda Balluku, in her capacity as Minister of Infrastructure and Energy, has followed and guided the procedure from the preparatory phase to the conclusion of the contract. While the five members of the Bid Evaluation Commission were Evis Berberi, Gentian Gjyli, Erald Elezi, Jetmira Dervishi and Mirzeta Kashnica. All have been charged with “violation of equality of participants in tenders or public auctions”, in collaboration. SPAK claims that the winner was predetermined and that unfair advantages and privileges were created for the winning company.

Por përtej dosjes dhe dokumenteve, grupi i Fiks Fare vendosi të shkojë te njerëzit që e njohin më nga afër Mirzeta Kashnicën. Te familja e saj. Dhe aty, babai i saj, u rrëfeu gazetarëve të emisionit investigativ një tjetër histori, atë të presioneve që, sipas tij, familja ka përjetuar.
“Ajo nuk firmosi për Zvërnecin, nuk firmosi për Llogoranë, nuk firmosi për Sazanin dhe për dy LOT-e sepse ishte shtatzëne. Çupën time tall ai që u hodh gjithandej në tiktok e televizor ‘e morën punonjësen e Ballukut, e ulën në karrige, i lidhën duart, i lidhën një tenije këtu (i referohet gojës) edhe i nxorën një thikë me pika gjaku’ – nëse i keni parë këto të Ramës” thotë babai.
Më tej shtoi se vajzën e ka me fatkeqësi të madhe. “Vjet i vrau veten burri! Ka dy fëmijë, djalë e vajzë. Burri ishte shofer i ministrit të Brendshëm, Bled Çuçit. Në atë moment ishin edhe këto problemet me Ballukun pasi ajo firmoste e vuloste çdo gjë” vijon ai. Më tej shton se Mirzeta nuk ka firmosur asnjë gjë, nuk pranonte as dhurata, asgjë. “Kur bëri unazën e tretë, kjo ishte te komisioni që do bëhej konkurrimi. Ishin tre veta që kishin hedhur unazën e tretë. Çupa ime një vit me tabelë me çantë nëpër shi e kontrollonte andej në Yzberisht. Kontrollonte komplet linjën ku do bëhej. Edhe thotë Rama ‘kush është kjo që do bëj këtë unazën, nga është ai që ka bërë unazën e tretë? Nga Fieri – O, provincial qenka?! Çupës sime i iku truri. Dhe ajo ja mbajti këtu (vathë në vesh)” thotë më tej ai.
Më pas tregon edhe momentin që vajza e tij ka bashkëpunuar me Prokurorinë e Posaçme. “Tani që doli Rama të tallej me të në televizor, mori direkt kreun e Spakut në telefon: ‘Jam Mirzeta Krasniqi, dua të të takoj patjetër’. Kjo i vajti direkt brenda pa avokat fare. ‘Bjeri çik letrat këtu – i tha – më ka bere presion’. Por, deri në atë moment, çupa ime s’kishte pranuar asnjë gjë. Mendohu mirë – i tha kreu i SPAK-ut – se kjo që thua ti që më ka bërë presion Balluku, kjo është një akuzë që ne e marrim nga rruga atë dhe e fusim brenda atë. ‘Bjere letrën këtu! – i tha vajza – Mendohu mirë! Jam menduar’ – i tha ajo – ‘përderisa erdha këtu, e kam ndarë mendjen edhe për Ramën dhe për Ballukun’” shton ai.
Një rrëfim i sinqertë, nga një baba e familje që ka vuajtur shumë presionin mbi të bijën. “Edhe tani ka shumë, shumë presione. Çupa ime dhe sot e kësaj dite është në punë ajo dhe ka presione akoma. Ishte javën që shkoi dhe më tha mua ‘Si thua o babi, ta lë punën?! Si do e lësh punën’ – i thashë” pohon ai.
