A new document related to Valon Ademi, the Kosovo businessman who claims to own 49% of the shares of Vlora Airport, sheds light on one of the biggest question marks in the battle for the concession and highlights a strong contradiction in his position.
From this document it appears that before claiming 47% of MABCO's shares, he had expressly waived the opportunity to purchase 40% of YDA's shares in the same company.
The document confirms that Ademi irrevocably waived the exercise of the option to purchase the Turkish company, YDA's shares in "Vlora International Airport" as shown below:

After this statement signed by the businessman himself, it is not understood why Valon Ademi, who did not want 40% of the airport when offered by the existing mechanism, later appeared as the alleged owner of 47% of MABCO shares?
In fact, after the departure of the Turks from YDA, it was MABCO that took over 98% of the Vlora International Airport company and the main burden of financing the project fell on it. In the meantime, the airport took shape, the terminal was built and the project acquired a completely different value than it had at the moment of the departure of the Turkish company.
It was only in April 2025, after MABCO had secured financing and had pledged its properties as collateral, that Valon Ademi emerged claiming to have acquired 47% of MABCO's shares, increasing his stake from 2% to 49%. It is this transfer that is at the heart of the conflict that subsequently erupted over control of the airport.
But the document being published today presents a contradiction that is increasingly difficult to explain as a coincidence. The explanation for this situation may go further. It may explain where the operation that ended with MABCO out of control of Vlora Airport and with the Albanian state facing it in international arbitration really began.
