
The increase in house prices was curbed in the first half of this year. According to information from the Bank of Albania, the Fisher House Price Index remained unchanged compared to the previous six months, while it increased by 10% compared to a year earlier.
The pace of annual price growth also slowed significantly compared to the levels of 28% in the second half of 2025 and 41.7% in the first half of 2025.
Specifically for Tirana, the market showed better performance in 6-month terms, with price increases of 10% compared to the second half of 2025, but weaker growth on an annual basis, by 9% compared to the first 6 months of last year.
The agents' overall assessment of the overall market situation was somewhat more positive compared to the previous period.
In response to the question “How do you assess the market situation compared to the previous (six-month) period?”, the net balance of responses was positive (+15%) with particularly optimistic responses for the coastal area, where the balance value was significantly more positive than the long-term average. The same indicator assessed only for entities that have reported sales resulted significantly more positive during the period, with a net balance of around 35%.
At the same time, the structure of transactions according to the difference between the realized sale price and the asking price remained generally stable, and the prices at which transactions occur are generally comparable to the prices requested by property sellers.
The majority of sales continued to be made at prices the same or up to 5% lower than the initial asking price, while transactions with larger discounts are rare.
The number of unsold properties, both residential and commercial, has continued to decline for several consecutive six-month periods.
The average time to sell homes nationwide increased slightly to 9.9 months from 9.1 months in the previous survey. In the case of Tirana, the average time to sell increased to 9.7 from 8.1 months.
The average time to sale in coastal areas decreased to 8.2 from 9.9 months, while for other areas, the duration of sale was only slightly higher than in the previous half-year, increasing to 10.6 from 10.1 months.
Financing through bank loans continued to figure in a good portion of property sales. According to agents, about 58% of residential and commercial properties sold by them were purchased with bank loans. Of these, in 34% of cases, the loan covered up to 60% of the value.
During the first half of 2026, around 20% of housing sales were reported to have been purchased by non-residents. Of these, around 85% were EU citizens. Overall, the share of transactions in which buyers are non-residents has shown an increasing trend over the last 5 years.
The expectations for the future of the surveyed entities appear positive. Agents have positive expectations for the market performance in the territory where they operate for the short-term future and for the longer term (up to two years).
Information on price performance and the assessment of the situation by agents in the real estate market is obtained through field surveys of a sample consisting of 230 entities whose main activity is the trading of real estate.
The selected subjects are real estate agents and construction companies, whose sales represent about 75%-80% of the turnover of the entire population. The Bank of Albania carries out the design of the questionnaire, as well as the distribution and processing of the results, while the Institute of Statistics covers the field interviewing, the main sampling processes and the physical control of the completed questionnaires. / Monitor
