
The arrest in Kosovo of Valon Lluka and the decision of the Court of Appeal in Tirana that overturned a previous decision of the Court of First Instance regarding the Vlora airport are two events that mark a turning point for the truth of this concession.
After months of accusations of fraud, rigged trials, and conspiracies with Russians, some of the pillars on which the operation against the investment control company MABCO was based have now begun to fall one by one.
What does the arrest of Valon Lluka show?

When Behgjet Pacolli appeared on "Opinion" and told how a man he had trusted for 19 years had fraudulently obtained his signature on the document that was later used to transfer 47% of the shares of Vlora Airport, the version seemed almost unbelievable. How could a businessman be so easily deprived of shares in a project worth hundreds of millions of euros?
Pacolli constantly insisted on only one name. His name was Valon Lluka.
"I signed for my administrator, who has worked for 19 years with tons of documents. He told me to 'sign' and I didn't verify it, because I trusted him," Pacolli declared, claiming that his signature was later used against the interests of his company.
According to MABCO, from the moment Valon Lluka took over, a plan was put into effect to seize the Vlora airport concession. A 2023 document, which the company claims had another purpose, was used in the April 2025 act to transfer 47% of the shares from MABCO to Valon Ademi's 2A Group. MABCO dropped from 98% to 51%, while 2A Group rose from 2% to 49%.
Businessman Behgjet Pacolli says that he had never appeared before the notary Valbona Selimi to authorize such an operation, however, the operation had already started with the trick of Valon Lluka and behind him were the most corrupt segments of the Albanian state. Facing MABCO were ministers of Rama's government, judges who gave absurd decisions, the police and the media and well-known journalists. The arrest that occurred this Wednesday in Pristina, by the Kosovo police, completely changes history.
Llukë's name didn't just appear in Vlora.

Prestigji dhe firmat e Mabetex Holding u përdorën fillimisht për hapjen e negociatave, ndërsa më pas në negociata u fut një kompani e krijuar nga Valon Lluka dhe Fitim Pajaziti. Një muaj më vonë u propozua që Mabetex të hiqej nga marrëveshja dhe të zëvendësohej nga kompania e këtyre të dyve. Nëse pyet sot në MABETEX, askush nuk ka dijeni për interesa në lidhje me projekte që kanë të bëjnë me kibernetikën, apo për Smart City.
Në të dyja projektet e mëdha shqiptare shfaqet e njëjta mënyrë që MABCO ka denoncuar: njerëz që kishin besimin dhe autoritetin e kompanisë që më pas shfaqen në operacione biznesi që, sipas Pacollit, zhvillohen kundër interesit të saj.
Valon Lluka është arrestuar nga Policia e Kosovës dhe është ndaluar për 48 orë me urdhër të Prokurorit të Shtetit. AI dyshohet për “Mashtrim”, “Shpërdorim të pasurisë së huaj”, “Keqpërdorim të autorizimeve ekonomike” dhe “Lidhje të kontratës së dëmshme”.
Konfirmohet kështu veprimtaria e njeriut, nga ku nisi komploti për t’ia marrë Pacollit koncensionin e aeroportit të Vlorës. Për shumë kohë, ishin të paktë ata që e besuan. Tani prangat në duart e Valon Llukës nuk mund të shpërfillen më.
Çfarë tregon vendimi i Apelit për aeroportin e Tiranës

Gjykata e Apelit rrëzoi këtë të mërkurë masën e sigurimit të vendosur më 5 qershor 2026 nga gjyqtarja e Shkallës së Parë, Miranda Naka.
Kjo gjykatëse, me vendimin që mori në 5 qershor përmbysi në mënyrë absurde një vendim të dhënë 10 ditë para nga Gjykata e Lartë e cila i kishte hapur rrugë punimeve në kantierin e Vlorës.
Ndryshe nga gjykata e Lartë, Miranda Nake urdhëroi ruajtjen e “status quo”-së juridike të Vlora International Airport, ndaloi mbledhjen e Asamblesë së Ortakëve, ndaloi shkarkimin e administratorit Vegim Hoxha dhe emërimin e një administratori të ri. Me fjalë të tjera, MABCO mund të pretendonte se zotëronte shumicën dërrmuese të kapitalit, por praktikisht nuk mund të ushtronte kontrollin që buronte prej saj.
Mbi financimin e siguruar nga MABCO përfunduan duke u ngritur akuza se VIA po ekspozohej ndaj një huaje të rrezikshme, madje në debatin publik u hodhën edhe dyshime për interesa ruse.
MABCO e kundërshtoi këtë version dhe publikoi dokumente sipas të cilave marrëveshja financiare angazhonte MABCO-n dhe jo VIA-n si huamarrëse apo garantuese. Tashmë, bllokimi i MABCO-s për aeroportin e Vlorës ka marrë fund, por çështja ka shkuar në arbitrazh.
Time cannot be turned back, but today's events show how Pacolli's subordinates were used to steal his shares of the Vlora airport, how MABCO was kept away when the airport was supposed to be completed, how the courts influenced the airport to drag on, and why the case ended up in international arbitration.
Businessman Behgjet Pacolli said today that "the masks are falling off", however, justice has not yet had its last word. But after the arrest of his former confidant and the overturning of another decision that blocked MABCO, the story of Vlora Airport looks more and more like a conspiracy against the Swiss company, which risks ending with a hefty bill for Albanian taxpayers./Lapsi.al
