On the blue morning of the Vlora coast, the Vjosa-Narta Lagoon and the Zvërnec peninsula resemble one of those spaces where time has stood still. Here, among the maritime pines, the calm waters where Dalmatian pelicans and flocks of flamingos take refuge, and the silence of the centuries-old Monastery of St. Mary, the landscape has preserved an almost untouched wildness.
But this calm was finally broken when Ivanka Trump visited the area, who lit candles at the monastery, photographed the wetlands and had official dinners with Prime Minister Edi Rama, and when her husband, Jared Kushner, made this natural enclave a headliner for international investment.
As Tirana’s boulevards were filled with pink flamingo figures from “Flamingo Revolution” protesters chanting “The homeland is not for sale,” the Albanian executive decided to respond to public pressure with a technological weapon: the official portal “Flamingo Mirror.” Its slogan resonates with an almost biblical certainty: “Every document has a source, a date, and a condition. Nothing is hidden, nothing is retouched. The data is public. Verification is a process. Trust is a result.”
But is this "Mirror" an open window towards accountability, or simply a polished glass surface that reflects only what the authorities want to show?
When you enter the government portal's document archive, the first impression is one of strict bureaucratic discipline. The government has uploaded dozens of PDF files: decisions of the Strategic Investment Committee (SIC), prime ministerial orders, cadastral documents, and passports of natural monuments.
Among them is the document "Summary of the Meetings of the Agreement Negotiation Group".
Whenever it is criticized for a lack of transparency, the government points to this summary to prove that the state is negotiating with rigor and professionalism with foreign investors.
But if you read this document with the eye of investigative journalism, the technocratic veil begins to lift. The document offers an institutional summary of the procedures, but it does not clarify any of the essential questions that disturb the public: What are the concrete compromises with the territory? What benefits the environment in the face of a 4-billion-euro development? What is the real balance of the use of public property?

Në një proces normal, vlerësimi mjedisor dhe projekti urbanistik duhet të jenë parakushti mbi të cilin ngrihet çdo bisedim apo dhënie statusi strategjik. Në “Pasqyrën e Flamingos”, vendimet politike dhe negociatat me investitorët janë kryer e “miratuar” prej kohësh, ndërsa studimi nëse ky projekt shkatërron apo jo ekosistemin mbahet prej muajsh me statusin “në pritje”.
Qeveria e quan këtë “dosje të hapur”. Në fakt, kjo është një transparencë me pika: publike janë letrat burokratike që justifikojnë projektin, ndërsa të padisponueshme mbeten të dhënat shkencore që mund ta rrëzonin atë.
Protokolli si mburojë
Nëse portali i qeverisë rreket të paraqesë një botë me korrespondenca institucionale të pastra, investigimet e rrjetit gazetaresk OCCRP dhe shteg.org zbulojnë se pas tokave të Zvërnecit fshihet një realitet plot hije kriminale, të cilin asnjë “Pasqyrë Flamingosh” nuk e përmend.
Sipas dokumenteve gjyqësore të siguruara nga gazetarët, tokat mbi të cilat planifikohet zhvillimi i resortit luksoz në Lagunën Vjosë-Nartë janë bërë objekt i dy hetimeve shpërthyese nga Prokuroria e Posaçme, SPAK.
Në qershor 2026, SPAK kërkoi arrestimin e 20 personave të përfshirë në një rrjet ndërkombëtar të trafikimit të drogës e pastrimit të parave, ndërsa një urdhër i Gjykatës së Posaçme vendosi “sekuestro parandaluese” mbi një llogari bankare që mbante mbi 110 milionë euro.
Transaksionet e shitblerjes së tokave ndërmjet shtetasit Artur Shehu, i identifikuar nga prokurorët si i dyshuar për trafikim ndërkombëtar narkotikësh e pastrim parash, dhe kompanisë “Albanian Land Development sh.a.”, entiteti që ka blerë pronat për llogari të projektit të resortit.
Një hetim tjetër paralel i SPAK-ut zbulon se pjesë të mëdha të tokës në Zvërnec u siguruan përmes falsifikimit të dokumenteve. Përfaqësuesi i Artur Shehut në këto transaksione, Pëllumb Petritaj, rezulton i dënuar më parë e në procedime të shumta pikërisht për tjetërsim e falsifikim pronash në qarkun e Vlorës. Ndërkohë, banorët vendas deklarojnë prej dekadash se tokat e tyre janë grabitur me vendime gjyqësore të trilluara.
Ndërsa Kryeministri Edi Rama deklaron në Parlament e për mediat ndërkombëtare se investitorët janë prestigjiozë dhe i nënshtrohen kontrollit rigoroz kundër pastrimit të parave, struktura e pronësisë ngjan me një “matrioshkë” gjeopolitike.
Mes iluzionit të transparencës
When the Albanian government named its portal “The Flamingo Mirror,” it was perhaps trying to create a poetic metaphor for transparency. But in optics, a mirror is a tool that never lets you see what’s behind it; it only shows what it places in front of you.
In this sense, the government's transparency initiative is not really real. It is a "selective PR-type transparency", designed to appease international partners and create the illusion of a technocratic state.
The truth of this transparency will only be measured when the portal is no longer satisfied with "summaries of meetings" of official negotiators, but publishes the full environmental studies and architectural project that are currently "pending".
To avoid the reflection of "selective PR-type transparency" in our minds, the government should provide a public answer on how a project with strategic status is being built on land seized by SPAK and contested by local residents.
For the portal not to reflect the illusion of transparency, at a minimum it should have exposed the entire chain of beneficial owners, starting from the 1-euro shadow companies in Amsterdam to the Qatari billionaires, or even the role of Albanian intermediary businessmen.
Until the day we find no such document on the portal, "Flamingo's Mirror" remains simply a digital installation.
Beyond the "Mirror", over the waters of the Zvërnec wetland, real flamingos continue to fly amidst the threat of excavators, while the government portal continues to display only what the authorities want us to see: an infinity of official papers, behind which the truth remains completely hidden . /Path/
