Bosnian war crimes convict buried with state honors

With a guard of honor and in the presence of the member of the Presidency of Bosnia and Herzegovina, Želka Cvijanović, as well as the leaders of Republika Srpska, on October 7, the war criminal and former president of this Bosnian Serb entity, Bilana Plavšić, who died last week, was buried in Banja Luka.

The International Criminal Tribunal for the former Yugoslavia (ICTY) sentenced him in 2003 to 11 years in prison for the persecution of Bosniaks, Croats and other members of the non-Serb population, on political, racial and religious grounds, in 37 municipalities throughout Bosnia during 1992. Public glorification of persons convicted by final judgment of genocide, crimes against humanity and war crimes is prohibited in Bosnia.

Amendments to the Bosnian Criminal Code, imposed by the then international representative, Valentin Inzko, provide for prison sentences of three months to five years for denying or justifying war crimes, while for granting recognition, privileges or other forms of glorification to convicted war criminals, the law provides for a prison sentence of at least three years.

About a thousand people attended Plavšić's funeral in Banja Luka. Among them, in addition to Cvijanović, were the leaders of the entity, the entity Parliament and the Government, Sinisa Karan, Nenad Stevandić and Savo Minić. Also present was the former president of Republika Srpska, Milorad Dodik, now leader of the Alliance of Independent Social Democrats.

The coffin of Bilana Plavsic is draped with the Republika Srpska flag. The funeral was also attended by members of the Honorary Unit of the Republika Srpska Ministry of Internal Affairs. The Bosnian prosecutor's office did not respond to a question from Radio Free Europe about how it will proceed with the honorable burial of Plavsic, who was convicted of war crimes.

Before the funeral, a memorial ceremony for Plavšić was held at Banski Dvor in Banja Luka. The memorial ceremony was also accompanied by honors. It was attended by Stevandic, ministers in the Government of Republika Srpska, Goran Selak and Željko Budimir, as well as Dodik, several former officials of Republika Srpska, friends, family and acquaintances.

No Serbian officials attended the memorial ceremony or funeral. The honor guard of the Republika Srpska Ministry of Internal Affairs stood by Plavšić's photograph, in front of which her decorations were placed.

Gjykata deklaroi se përndjekjet përfshinin dëbime, zhvendosje të detyruara të popullsisë, ndalime të paligjshme, trajtim mizor, si dhe shkatërrimin e pronës dhe objekteve fetare të popullsisë joserbe. Gjyqtarët e Hagës arritën gjithashtu në përfundimin se Plavshiq mbështeste dhe arsyetonte fushatën e spastrimit etnik të kryer nga strukturat politike, ushtarake dhe policore të serbëve të Bosnjës.

Në aktgjykim thuhej se ajo ishte në dijeni për krimet e përhapura kundër joserbëve, por nuk i kishte parandaluar dhe as nuk i kishte ndëshkuar përgjegjësit, megjithëse kishte ndikim të madh politik. Gjatë pranimit të fajësisë, ajo deklaroi se e pranonte faktin se “mijëra myslimanë dhe kroatë të pafajshëm ishin viktima të një përpjekjeje të organizuar dhe sistematike për t’i larguar nga territoret që autoritetet serbe i konsideronin të tyret”.

Sipas marrëveshjes për pranimin e fajësisë, akuzat e tjera, përfshirë atë për gjenocid, u hodhën poshtë. She published about a hundred scientific papers, and the University of Sarajevo appointed her a professor in 1956. She was also dean of the Faculty of Natural and Mathematical Sciences and specialized scientifically in Prague and the United States of America. Before the war in Bosnia, she was a member of the Presidency of Bosnia and Herzegovina.

Unlike part of the then leadership of Republika Srpska, she supported the Dayton Peace Agreement, which ended the war in Bosnia in 1995. After the war, she served as president of Republika Srpska.

After conflicting with supporters of Karadzic and his Serbian Democratic Party, she founded the Serbian People's Alliance. In the early 2000s, she gradually withdrew from political life after her party's failures in local elections.

A year later, she voluntarily surrendered to the Hague Tribunal, before which she was sentenced as the highest-ranking Bosnian Serb political official to plead guilty./REL
