Italian media on Vlora Hyseni: Corruption in Albania, a big problem

From Linkiesta.it */ Edi Rama was in New York for the United Nations General Assembly when news arrived from Tirana that Vlora Hyseni, director of the Albanian secret services, had been placed under house arrest. The Office of the Special Prosecutor against Corruption and Organized Crime (SPAK) accused her of aiding and abetting and disclosing classified information and also ordered her suspension from duty. Shortly after, Hyseni was dismissed from the service, at Rama's own suggestion. The responsibilities remain unclear: the prime minister mentioned the presumption of innocence, adding, however, that no one is above the law.

The case comes at a delicate stage for the government. SPAK has already indicted Belinda Balluku, deputy prime minister and minister of infrastructure and energy until March, and for years one of Rama's top aides. Balluku later resigned from the government. The investigation involved several public procurement procedures and was later expanded to include other alleged crimes.

Moreover, since the spring, the "pink flamingo" protests, which began against a major Jared Kushner-linked tourism project on the Zvërnec coast, have expanded the protest to include the development model promoted by the government.

All this is happening while Albania is rapidly advancing towards the European Union. Tirana has opened all 33 negotiation chapters and in May achieved the interim objectives of the “Foundations” group, which includes the rule of law and the functioning of democratic institutions. In July, the first 3 chapters were provisionally closed. Now, a phase begins in which Brussels will focus mainly on the implementation of reforms and the results they produce. Rama continues to point to the year 2030 as the accession target.

SPAK was born from the justice reform launched in 2016 during the Rama government, with the support of the European Union and the United States. Brussels praises its results in the fight against high-level corruption, while continuing to call for progress in the most vulnerable sectors, including public procurement.

Sipas Giorgio Fruscione, një bashkëpunëtor kërkimor në ISPI, kjo situatë tregon një trend të dyfishtë: "Nga njëra anë, mbetet një problem i vazhdueshëm dhe endemik, i lidhur me sistemin politik dhe institucional shqiptar: perceptimi i përhapur i korrupsionit; nga ana tjetër, vetë SPAK tregon se institucionet shqiptare, falë edhe procesit të afrimit me Bashkimin Evropian, janë pajisur me mjete të afta për ta luftuar atë."

Hetimet që prekin Ramën e ekspozojnë qeverinë politikisht, por në të njëjtën kohë demonstrojnë aftësinë e Prokurorisë Speciale për të vepruar në nivelet më të larta të pushtetit. Rasti “Balluku” e ka bërë këtë tension veçanërisht të dukshëm. Kur Gjykata Speciale pezulloi zëvendëskryeministren nga detyrat e saj në nëntor 2025, Rama tha se qeveria do ta respektonte vendimin, por njoftoi se do të apelonte në Gjykatën Kushtetuese. Sipas tij, pezullimi i një anëtari të kabinetit nga një gjyqtar ngriti çështjen e ndërhyrjes gjyqësore në degën ekzekutive. Rasti Hyseni tani ka sjellë një hetim tjetër nga Prokuroria Speciale në nivelet më të larta të qeverisë.

Megjithatë, korrupsioni nuk hyn në debatin shqiptar vetëm përmes zyrave të prokurorisë. Është gjithashtu një nga akuzat që lidhen me protestat. Protestat filluan në Zvërnec kundër një resorti luksoz të projektuar të lidhur me Jared Kushner, në një zonë me vlerë të veçantë mjedisore, dhe më pas morën një dimension më të gjerë politik. Protestat mbi menaxhimin e tokës dhe transparencën procedurale u shoqëruan me kritika ndaj modelit të zhvillimit të Ramës, i cili bazohet kryesisht në investime ndërkombëtare në shkallë të gjerë, turizëm dhe transformim urban.

Për Fruscione, koha e protestave nuk duket të jetë rastësore. "Protestuesit e kanë drejtuar gishtin nga korrupsioni qeveritar dhe nga ato që perceptohen si marrëdhënie të errëta midis politikës, interesave të biznesit dhe rrjeteve të tjera në shoqërinë shqiptare. Një protestë e lindur rreth një projekti pasurish të paluajtshme është shndërruar kështu në një protestë kundër mënyrës se si po menaxhohet zhvillimi i vendit."

Dhe është pikërisht për këtë çështje që protestat e flamingove takohen me rrugën evropiane: shumë nga çështjet që ato ngrenë - transparenca e vendimmarrjes, marrëdhënia midis politikës dhe interesave ekonomike, menaxhimi i burimeve publike - përkojnë me disa nga çështjet për të cilat Brukseli vazhdon të kërkojë përparim nga Tirana.

Në mars, Komisioni Evropian njohu arritjet e SPAK-ut në rastet e korrupsionit të nivelit të lartë, por bëri thirrje për përparim të mëtejshëm në fusha të cenueshme siç është prokurimi publik. Ai gjithashtu theksoi pavarësinë e gjyqësorit dhe nevojën për reforma të mëtejshme në lirinë e medias, lirinë e shprehjes dhe sigurinë e gazetarëve.

Fruscione speaks of "a major dilemma for Brussels. On the one hand, some of Albania's internal issues are going against the lines dictated by the Union; on the other hand, there is currently no structured political alternative that offers the same guarantees for the continuation of the European journey". Tirana aims to close all negotiation chapters by 2027, "a very ambitious goal" that will depend on Albania's ability to implement the required reforms, but also on the Union's ability to "maintain the momentum of the enlargement process and any reforms in the process itself".

The path to membership, therefore, begins with concrete progress: Albania has advanced rapidly in the negotiations and has established institutions that, as demonstrated by the work of SPAK, have gained the ability to intervene even at the highest levels of power. The challenge now is to consolidate these achievements and address the remaining issues. The investigations by the special prosecutor's office and the protests by the flamingos, while operating at very different levels, demonstrate some of the challenges that this phase will face: the functioning of institutions, the transparency of decision-making and the relationship between politics, economic interests and society. ©Adaptation in Albanian LAPSI.al
