
Fuel prices in Kosovo continue to remain at high levels, while developments in international markets are creating uncertainty about how they will move in the coming days.
According to fuel expert Fadil Berjani, a liter of diesel is currently being sold for around 1.95 to 1.97 euros, while gasoline is around 1.65 euros per liter.
Berjani says that, under current circumstances, it is difficult to predict how prices will move in the coming days, due to large movements in international markets and oil exchanges.
"The prices of oil and gasoline are approximately: diesel 1.95 euros, gasoline 1.65 euros. We cannot prejudge what prices we will have in the coming days, because there are major movements in international markets and the stock market. And the tense situation in Iran is being reflected in these prices."
The increase in fuel prices has also brought into focus the fiscal burden that is included in the price that the consumer pays at the pump.
Last year alone, excise and Value Added Tax (VAT) on fuels brought over half a billion euros to the Kosovo budget, namely around 360 million euros from excise and 157 million euros from VAT.
With rising prices, representatives of the oil industry and businesses have requested that the Government temporarily waive a portion of these revenues, in order to ease the burden on consumers.
However, it remains a debatable issue whether a tax cut would automatically be reflected in a reduction in prices at the pumps.
The Kosovo Chamber of Commerce and Industry has requested Government intervention, arguing that the fuel price hike does not only affect drivers.
According to DHTIK, the increase in the price of fuels increases the costs of businesses and can then be reflected in the prices of products and services.
“The increase in oil prices has had a major impact on the continued rise in consumer prices, construction costs and production prices.”
According to them, one of the reasons for the lack of intervention may be the weight that VAT and excise taxes have on budget revenues.
"DHTIK has officially sent the requests for relief measures to the Government, the Ministry of Finance and the Ministry of Industry, Entrepreneurship, Trade and Innovation.
The Ministry of Industry, Entrepreneurship and Trade indicated a few days ago that it is closely monitoring the market, while Minister Mimoza Kusari-Lila says that the reason for the growth is developments in the Middle East.

Sipas saj, rritja e çmimeve është ndikuar nga zhvillimet në Lindjen e Mesme dhe jo nga ndryshimet në tregun e brendshëm.
“Rritja e çmimit nuk ka ndodhur si rrjedhojë e heqjes së vendosjes ose përcaktimit të çmimit maksimal, por ka ardhur si rrjedhojë e përkeqësimit të situatës në Lindjen e Mesme, sulmeve të vazhdueshme. Me një situatë të tillë po përballen tashmë të gjitha vendet e rajonit dhe vendet e Bashkimit Evropian edhe më gjerë”.
Ligji për tregtinë me produkte të naftës përcakton si rregull që çmimet caktohen nga tregu i lirë, por lejon ndërhyrje për mbrojtjen e konsumatorëve dhe konkurrencës, apo në rast të çrregullimeve në treg.
Në fillim të marsit, pas rritjes së çmimeve si pasojë e konfliktit në Lindjen e Mesme, MINTI vendosi kufizime të marzhës tregtare.
Marzha maksimale e lejuar ishte deri në 2 centë për litër në shitjen me shumicë dhe deri në 12 centë në shitjen me pakicë.
Më 4 shtator, Ministria ndaloi përcaktimin e çmimeve maksimale dhe tregu iu kthye formimit të lirë të çmimeve.
Që atëherë, çmimi maksimal i naftës është rritur, ndërsa çmimet aktuale në tregun vendor janë afruar sërish në nivelin e 2 eurove për litër.
Për çdo litër naftë të importuar paguhet akcizë prej 0.36 eurosh, ndërsa mbi bazën e tatueshme aplikohet edhe TVSH-ja prej 18 për qind.
Akciza për derivatet e importuara administrohet nga Dogana e Kosovës dhe derdhet në buxhetin e shtetit. Ndërkaq, TVSH-ja është tatim mbi konsumin dhe përfundimisht bartet te konsumatori përmes çmimit të produktit.
Nga fillimi i vitit 2022 deri në shtator 2026, Kosova ka importuar naftë në vlerë prej mbi 2.6 miliardë eurosh.
Kosova furnizohet me derivate nga vende të ndryshme, përfshirë Arabinë Saudite, Shtetet e Bashkuara, Kuvajtin, Indinë, Greqinë dhe Italinë. Një pjesë e importeve arrin përmes porteve të rajonit, përfshirë Porto Romanon në Durrës, ndërsa derivate blihen edhe përmes kompanive dhe distributorëve në Shqipëri dhe Maqedoninë e Veriut./Monitor
