The history of the Albanian intelligence service after the fall of communism is inextricably linked to its leaders in less than three decades.
The institution, which was initially known as SHIK and later renamed SHISH, is one of the most important state security structures.
According to SHISH itself, the director of the institution is responsible for collecting, analyzing, and disseminating intelligence information, while he must protect sources and working methods from unauthorized interference.
After the '90s, most of the directors of SHISH were dismissed and only three of them resigned, who are Irakli Koçollari, Visho Ajazi Lika and Helidon Bendo.
Meanwhile, the Albanian Intelligence Service website has removed Vlora Hyseni's photo from the "About Us" section (SHISH Directors over the years), where all former directors of this institution appear.
But in the "Media" category, all of Hyseni's activities as head of SHISH and meetings with her counterparts and international representatives continue to be published.
Irakli Koçollari: the first director and the files issue
Irakli Koçollari was the first director of SHIK after the establishment of pluralism, from August 1991 to June 1992.
He then stepped down from the institution's leadership. His name would return to the spotlight a few years later.
In March 1996, Koçollari was arrested along with former Interior Minister Vladimir Hysi in a case related to the destruction of former State Security documents.
Koçollari was sentenced to 6 years in prison, while Vladimir Hysi to 18 months. Koçollari was released from prison in 1997 (riots and amnesty).
Bashkim Gazidede: SHIK in the years of unrest
In June 1992, Bashkim Gazidede took over the leadership of SHIK. He remained in office until April 9, 1997, at the height of the severe political and social crisis that followed the collapse of the pyramid schemes.
Gazidede stepped down from the leadership in April 1997 and fled Albania. In the years that followed, his leadership was the subject of numerous political and public accusations of the use of SHIK against political opponents and of serious violations during the unrest of the 1990s.
After Gazidede's departure, the institution was briefly led by Astrit Kodra and then Arben Karkini, the latter of whom stayed from May to August 1997.
Both are considered part of the SHIK transitional period after the 1997 crisis.
Fatos Klosi: restructuring and name change
Në gusht 1997, drejtimin e shërbimit e mori Fatos Klosi. Ai ishte drejtori i parë i institucionit pasi emri u ndryshua nga SHIK në SHISH dhe qëndroi në detyrë deri në gusht 2002.
Mandati i Klosit u shoqërua me përpjekje për ristrukturimin e shërbimit pas krizës së vitit 1997 dhe me një ndryshim të raportit të institucionit me politikën.
Por edhe ai u bë objekt akuzash. Në vitin 2002, Kuvendi ngriti një komision hetimor për akuzat lidhur me veprimtarinë e SHISH-it dhe drejtorit të tij, Fatos Klosi.

Klosi u largua nga drejtimi më 7 gusht 2002. Pas Klosit, Petrit Myftari drejtoi përkohësisht institucionin për disa muaj, deri në nëntor 2002.
Kujtim Hysenaj: një mandat i ndërprerë nga vdekja
Në nëntor 2002, në krye të SHISH erdhi Kujtim Hysenaj, një diplomat me karrierë të gjatë.
Hysenaj qëndroi në detyrë deri në janar 2005, kur ndërroi jetë. Për këtë arsye, largimi i tij nuk ishte shkarkim apo dorëheqje.
Pas vdekjes së tij, për një periudhë të shkurtër funksionin e drejtuesit e ushtroi zëvendësdrejtori Ylli Alushi.
Bahri Shaqiri: shtatë vite në krye dhe një shkarkim politik
Bahri Shaqiri është një nga drejtuesit me mandatin më të gjatë pas vitit 1991. Ai drejtoi SHISH-in nga janari 2005 deri në gusht 2012.
Në gusht 2012, presidenti i sapozgjedhur Bujar Nishani dekretoi shkarkimin e tij dhe emërimin e Visho Ajazi Likës në krye të shërbimit.
Në atë kohë, raportimet theksonin se shkarkimi ishte propozuar nga kryeministri Sali Berisha dhe miratuar me dekret presidencial.

Visho Ajazi Lika: pesë vite dhe një dorëheqje
Visho Ajazi Lika mori drejtimin e SHISH-it në gusht 2012. Ai qëndroi rreth pesë vjet në krye të institucionit dhe u lirua nga detyra në tetor 2017.
Raportimet e kohës e paraqitën dorëheqjen si të dhënë me vullnetin e tij. Gjatë mandatit të tij, SHISH u përfshi në disa debate publike, përfshirë pretendime për përgjime të politikanëve dhe çështjen e pajisjeve IMSI catcher.

Vlora Hyseni: rasti që rikthen vëmendjen
In February 2023, Vlora Hyseni was appointed head of SHISH upon the proposal of the prime minister and a presidential decree.
Her career prior to her appointment had developed mainly in Kosovo's intelligence structures, where she had also held the position of Deputy Director of the Kosovo Intelligence Agency.
In June 2021, she was dismissed from this institution; Kosovo authorities at the time did not publicly provide a detailed reason for the dismissal, referring to the legal basis and her obligation to maintain classified information.
On September 22, 2026, following SPAK's request, the GJKKO imposed the measure of "house arrest" and suspension from duty on her.
According to SPAK, the investigation is related to charges of "supporting the perpetrator of the crime" and "disclosure of secret acts or data."
After the development, President Bajram Begaj decreed her dismissal and the management of SHISH was temporarily delegated to Elvis Lila, the director of the Operational Department. /Taken from Faktoje.al
