For the fourth year in a row, the shoe manufacturing industry is losing ground. This segment, where some of the largest enterprises that work with custom materials operate, has been hit by the weak euro, a shortage of workers, rising wages and the departure of orders to cheaper countries.

The decline of the euro has significantly reduced exporters' income in lek. Contracts are paid mainly in the European currency, while the majority of costs are covered in lek. The weaker the euro, the less income remains for wages, energy, transportation and other expenses.

Labor shortages are limiting production capacity. Companies are finding it increasingly difficult to find and retain employees, losing the ability to take on more orders or fulfill them on time. In some cases, the demand exists, but factories don't have enough staff to handle it.

Wages have been rising for years as businesses try to stem the tide of employee turnover. The pressure increased in January 2026, when the minimum wage reached 50,000 lekë. For an industry that relies on labor-intensive labor and competes primarily on low costs, any wage increase directly impacts the final price.

This is pushing customers, mainly Italian, to look for alternative markets. Part of the production is being shifted to Morocco and Middle Eastern countries, where labor costs are lower.

The footwear industry is among the easiest industries to relocate. Factories work to order, technology transfers relatively quickly, and suppliers are not necessarily tied to a single location. As soon as production becomes more expensive, orders move.

The blow is not just coming from Albania. Global demand for shoes and clothing has weakened as consumers are spending more cautiously. The economic slowdown, the war in Ukraine, conflicts in the Middle East and prolonged uncertainty have reduced orders for products that are not considered essential.

Albanian exporters are caught between two pressures: having to cope with higher costs at home and at the same time keeping prices low to avoid losing foreign customers. This combination is keeping the sector in contraction and increasing the risk that even more orders will leave Albania.

In 2025, exports of textiles and footwear were reduced by about 1% in value, with an equal contraction from both segments. While in 2025 the decline of the previous two years was somewhat curbed, in the first half of 2026 the trend has worsened again.

Por, tashmë, pas një krize trevjeçare, rënia duket e parikuperueshme.

Në linjë me tkurrjen e aktivitetit, ka rënë dhe numri i të punësuarve. Sipas të dhënave të INSTAT-it për vitin 2024 (të fundit të disponueshme), industria e tekstileve dhe këpucëve punësonte 40 mijë persona, niveli më i ulët në një dekadë (24.6 mijë në industrinë tekstileve dhe 16.2 mijë në atë të veshjeve të këmbëve).

Në krahasim me vitin 2019, kur arriti nivelin më të lartë, punësimi në këtë industri është tkurrur me 15.7 mijë persona, ose 28% më pak, apo gati me një të tretën.

Tkurrja më e madhe ka qenë për industrinë e këpucëve, që ka humbur 9 mijë punonjës, me reduktim prej 35%, ndërsa fabrikat e tekstileve kanë ulur të punësuarit me 21%, ose 6.7 mijë persona më pak.

Shoqëritë e prodhimit të këpucëve kanë arritur të frenojnë rënien e fortë në vitin 2025, por pjesa më e madhe e tyre kanë vijuar me aktivitet negativ, teksa shpenzimet e personelit rëndojnë kostot.

Sipas të dhënave të bilanceve, të përpunuara nga “Monitor”, qarkullimi vjetor i 10 kompanive më të mëdha në këtë sektor, sipas të ardhurave, ishte 9.8 miliardë lekë, me tkurrje prej 5% në raport me vitin 2024.

Vetëm 3 shoqëri prej tyre arritën të kishin rritje të të ardhurave. Në një sinjal pozitiv, shoqëritë që kanë kaluar në një cikël më të lartë prodhimi, kanë arritur të zgjerojnë aktivitetin.

Prodhuesit e këpucëve janë ndër punëdhënësit më të mëdhenj në vend. Në total, të 10 kompanitë kishin një buxhet për pagat dhe sigurimet e personelit prej 4.9 miliardë lekësh, ose mbi 50 milionë euro.

Shpenzimet e personelit u rritën në 5 nga 10 shoqëritë, ndërsa pjesa më e madhe e tyre raportojnë shkurtim personeli.

Gjashtë prodhuesit më të mëdhenj në vend deklaruan 3785 punonjës në vitin 2025, me tkurrje prej 10% në krahasim me një vit më parë, ose 415 persona më pak. Nga këto, vetëm një kompani deklaroi rritje të stafit.

Personnel costs exceed 50% of total expenses for the first time

The balance sheets of the 10 largest shoe manufacturing companies show that, in addition to shrinking activity, the sector is also facing a worsening cost structure.

In 2025, the turnover of these companies was about 26% lower than in 2022, while the share of personnel expenses to total expenses has increased continuously, from 42.9% in 2022, to 51.5% in 2025.

So, now more than half of the expenses of the largest companies in the sector are related to personnel, up from less than 43% three years ago.

Companies have not been able to compensate for rising labor costs through higher invoice prices. The room to negotiate higher prices with foreign buyers remains limited, as Albanian manufacturers compete with countries where labor costs are lower and where orders can be moved relatively quickly.

At the same time, the depreciation of the euro has reduced the lek value of export revenues, while a large portion of costs, especially salaries and operating expenses, are paid in the local currency.

Companies have found themselves under pressure between rising wages and the inability to pass on these costs to customers through prices. Even cutting headcount has not been enough to reduce the burden of personnel costs, as average costs per employee have increased.

Profit margins remain minimal, hovering around 3-4%. This limited profit margin further weakens companies' ability to withstand new shocks from exchange rates or operating costs.
