The Director of the State Intelligence Service, Vlora Hyseni, was suspended from duty and placed under "house arrest" by decision of the Special Court, following the request of the Special Prosecution Office against Corruption and Organized Crime.
In an official announcement on Tuesday, SPAK announced that the measures against Hysen were taken within the framework of criminal proceedings no. 20/1 of 2025.
According to the Special Prosecution, the Special Court of First Instance for Corruption and Organized Crime, with decision no. 67 dated September 21, 2026, imposed on Hysen the measures of "house arrest" and "suspension of the exercise of a public duty or service".
Hyseni is a person under investigation for criminal offenses provided for in Articles 320/2 and 295/a/1 of the Criminal Code, which are related, respectively, to supporting the perpetrator of the crime and revealing state or service secrets.
According to a source familiar with the matter, the security measures against the director of SHISH are related to the investigation that the Special Prosecution Office is conducting against Ergys Agas, a former official of the Ministry of Environment accused of creating a structured criminal group with the aim of manipulating tenders of the National Agency for the Information Society, AKSHI.
In the same proceedings, SPAK announced that the Special Court allowed the search of the apartment and personal search of the former director of the State Police, Ilir Proda, and of a villa complex in the Shkozet area of Durrës.
Hyseni has been leading SHISH since April 2023, when he was appointed, not without debate, by Prime Minister Edi Rama, due to his Kosovar citizenship and an unclear dismissal from the position of number two in the Kosovo intelligence service.
Career at AKI
Vlora Hyseni was born in Kosovo in 1984, holds Kosovar and Albanian citizenship, graduated in law and completed master's studies in international relations.
According to SHISH’s official biography, she began her professional career in 2008 in Pristina, at an American international legal organization working to promote democracy, human rights, and the rule of law. In 2010, she joined the AKI, where she built the bulk of her career in intelligence.
Hyseni held, among other positions, the position of director for external relations and, in February 2019, was appointed deputy director of the agency. After the departure of director Kreshnik Gashi in December 2020, she led the KIA for about four months, until the appointment of Petrit Ajeti in April 2021.
Two months later, her career in Kosovo ended abruptly.

Por formulimi nuk thoshte se Hyseni ishte shkarkuar për një shkelje të tillë dhe autoritetet kosovare nuk bënë publike një arsye tjetër për vendimin. Kjo paqartësi do ta ndiqte atë edhe në Shqipëri.
Nga Prishtina te zyra e Ramës
Vetëm pak muaj pas largimit nga AKI, Hyseni u shfaq në Tiranë si këshilltare për sigurinë e kryeministrit Edi Rama.
Për rreth një vit e gjysmë ajo qëndroi larg vëmendjes publike, por më 17 mars 2023 Rama njoftoi se ia kishte propozuar Presidentit Bajram Begaj për drejtimin e SHISH. Kryeministri e shoqëroi propozimin me një deklaratë të fortë mbështetjeje personale.
“Sot i paraqita Presidentit të Republikës propozimin për emërimin e znj. Vlora Hyseni drejtore e Shërbimit Informativ të Shtetit,” shkroi Rama, duke vlerësuar “përgatitjen e spikatur”, eksperiencën e saj dhe respektin që, sipas tij, Hyseni gëzonte në komunitetin ndërkombëtar të inteligjencës. Ai i përshkroi këto cilësi si “një garanci të plotë” për reformimin e mëtejshëm të shërbimit shqiptar.
Por propozimi solli menjëherë pyetje për të kaluarën e saj në Kosovë.
Deputeti demokrat Gazment Bardhi i kërkoi Presidentit që, përpara dekretimit, të merrte informacion të plotë nga institucionet kosovare mbi arsyet e shkarkimit.
Bardhi iu referua raportimeve mediatike sipas të cilave largimi mund të lidhej me dyshime për zbulim ose mosruajtje të informacionit të klasifikuar. Ai i cilësoi raportimet “shqetësuese” dhe argumentoi se SHISH nuk duhej të ishte një institucion “nën kontrollin personal të Edi Ramës”.
Më 29 mars 2023, Rama u pyet publikisht nëse Presidenti Begaj po hezitonte ta dekretonte Hysenin dhe nëse, pas kontakteve me kryeministrin Albin Kurti, kishte marrë informacion mbi arsyet e shkarkimit të saj. Rama nuk dha një përgjigje të drejtpërdrejtë, duke i cilësuar pyetjet si “thashethemet e katundit tonë politik dhe mediatik”.
Pesë ditë më vonë, më 3 prill 2023, Presidenti Begaj e dekretoi Hysenin drejtuese të SHISH. Sipas Presidencës, ajo u bë drejtuesja e 11-të e Shërbimit Informativ të Shtetit.
Marrëdhënia e Vlora Hysenit me Edi Ramën
Vlora Hyseni ishte vetëm 38 ose 39 vjeç kur mori drejtimin e Shërbimit Informativ të Shtetit, një moshë relativisht e re, duke e bërë atë drejtuesen më të re në historinë e SHISH-it.
Që prej emërimit, Hyseni është shfaqur shpesh në krah të Ramës në delegacionet zyrtare jashtë vendit, veçanërisht në vizita me një komponent të fortë sigurie dhe politike të jashtme.
Just three months after taking office, in July 2023, Hyseni was part of the delegation led by Rama to the NATO Summit in Vilnius. The Ministry of Defense listed her along with Defense Minister Niko Peleshi and Foreign Minister Olta Xhaçka, while she also participated in the meeting that Rama held with US senators on the situation in northern Kosovo.
Her presence in international activities has not only been in the function of the Prime Minister's office. SHISH documents a series of visits by Hyseni to Washington and Brussels, where she met with US intelligence, CIA and NATO leaders. In 2025, Hyseni also took over the leadership of NATO's Civilian Intelligence Committee, CIC, a position that put her in direct contact with the leaders of allied countries' intelligence services.
Hyseni has also appeared in official delegations with a broader political and economic profile. In April 2026, she was present in Abu Dhabi at the Prime Minister's meeting with the head of the G42 technology group, Peng Xiao, at a time when the group's affiliated company was involved in the Albanian "Smart City" project. Representatives of the Ministry of Interior also attended the meeting.
The involvement of the director of SHISH in high-level delegations is not in itself unusual, especially in NATO or in visits where security, terrorism or cooperation between services are discussed. But the frequency with which Hyseni appears in delegations led by Rama makes their institutional relationship noticeably close. /Taken from Reporter.al
