At a press conference with European Commission President Ursula Von der Leyen, Prime Minister Edi Rama was asked whether he bears political responsibility for the appointment of Vlora Hyseni as head of the State Intelligence Service, following the investigation against her by SPAK. Rama described as wrong the idea that responsibility for the actions of an appointed person should automatically be attributed to the one who appointed them.

The Prime Minister said that the government has an obligation to explain its objectives and to be accountable for how it implements them, while those who violate the law must face the justice institutions. Rama also said that no one is protected when their actions fall under the scope of investigation.

"This political responsibility is an endlessly repeated voice in the public discussion environment. I do not pretend to make you change your mind. My political responsibility is only one, that the reform in justice does not stop so that the fight against corruption and organized crime and all harassment that is done to the state organism by actions that contradict the law is developed as a mission of the system.

We have been in this country, even though you are younger, but when the things we see today and are happening today could not even be imagined. And this was only before we reformed the justice system. If your question implies that we should answer for individual responsibility like in communism, I tell you that we have changed that system.

And if you think that when an appointment is made and the responsibility of the appointer arises as a result of the appointee making a mistake, this is a way of first and foremost like in the communist era. We have a duty to share with the public the goals and show what we want to do with the support of the public, to be accountable for how we do it, and anyone who betrays the common goal must face the consequences on the other side of the system, which is the independent judiciary.
