There is a suspicious coincidence and a date that connects Ergys Agasi with Vlora Hyseni, the head of the Albanian Intelligence Service, who has been placed under house arrest for providing support to Ergys Agasi by revealing state secrets. The date is March 15, 2023. On that day, Ergys Agasi founded EA Solution, with a capital of only one thousand lek and with an object of activity oriented entirely towards informatics: software, networks, telecommunications, security, GIS. It was a new sector for Agasi. And it would soon become extremely profitable. Just two days later, on March 17, Edi Rama publicly announced that he had proposed Vlora Hyseni to lead the SHISH. President Bajram Begaj signed the appointment decree on April 3.
Three years later, Hyseni and Agasi ended up in the same line of investigation by SPAK into the AKSHI tender system, with this very company at the center of the scandal and with the director of the secret services accused of favoring Agasi while he was on the run and of revealing confidential information to him.
In fact, Hyseni did not arrive in Tirana in March 2023. After leaving the post of deputy director of Kosovo intelligence in June 2021, in September of that same year she resigned from the secret services in Pristina and joined Rama's cabinet in Tirana as National Security Advisor. For about a year and a half she worked, therefore, at the heart of the Albanian government. Did she already know Ergys Agasin? Or did she meet him after he moved to Albania? And when did Hyseni learn that Rama had decided to entrust her with the leadership of SHISH?
The announcement was made on March 17. An appointment of such importance and delicacy could hardly have been made on the very morning it was made public. But we do not know when Rama communicated the decision to the future director. What we do know is that 48 hours earlier, Agasi founded EA Solution, entering the Information Technology business for the first time and immediately starting to take on work. The company, created with only one thousand lek capital, declared in its first year 242.4 million lek in revenue and 232.1 million lek in profit before tax.
According to SPAK documents, EA Solution received other very large sums in subsequent years from companies involved in public information technology contracts. Investigators suspect that at least part of these payments did not reward real IT services, but the influence that Agasi exercised over the tender system. Then the mystery of the relationship with Vlora Hyseni comes to light and, now, the coincidence between the date of creation of the company that would be used to collect billions of lek and that of Hyseni's appointment as head of the secret services.
