RTSH antenna tender, shadow of scandal over KPP

When it has been over two months since the Public Procurement Commission has been holding hostage the tender file for the maintenance of the Albanian Radiotelevision antennas, suspicions of a corrupt affair are increasing. Appointed to head the Public Procurement Commission as a candidate of the defendant Belinda Balluku, Mr. Ismail Shehu has knowingly violated the law, which stipulates that within a period of 20-30 days, a response must be returned to the entities that participated in the competition for the maintenance of the antennas.

The fact that the winner has been announced and the complaints of the other participants have been administered, but two months have passed beyond the legal deadline that blocks the continuation of the procedures, cannot be explained except by suspicious interventions that could produce a new scandal for the majority. The KPP itself has not given any official explanation for the holding of legal procedures hostage, but sources within the institution speak of extra-legal interventions that will have consequences not only for the public broadcaster but also for air traffic, the antennas of the police radios and those of the Information Service, whose antennas are located on the RTSH antenna towers, which are in urgent need of maintenance.

It is strange that, despite the fact that the deadline has passed by two months, endangering not only RTSH programs but also national security, the public television executives have not yet turned to the prosecutor's office to investigate the interests hidden behind this affair. The tender file for the maintenance of the antennas was submitted by Radiotelevision Shqiptar on June 23 after complaints from the two losing operators.

The preparation of the tender documentation lasted three months, from March 26 to June 26, while after the announcement of the procedure, 3 competing operators were registered, the winner was announced and the complaints submitted by the participating operators were administered. Moreover, one of the complaining companies, according to the KPP itself, results with falsified documents. But, as September is closing, there is still no response from the KPP. So it is clear that the delay has nothing to do with technical procedures, but with interests that need to be investigated.
