Nominees for US ambassadors to Serbia and Bosnia: Regional stability and curbing

In the US Senate Foreign Relations Committee, the two nominees for US ambassadors to Bosnia and Herzegovina and Serbia said that, if confirmed in their diplomatic posts, their main goals will be regional stability and curbing Russian and Chinese influence.

The nominee for US ambassador to Serbia also said that he will encourage Serbia to promote stability and security throughout the region, including through the process of normalizing relations with Kosovo.

The US wants "Sarajevo to be a constructive partner"

The United States remains committed to the sovereignty and territorial integrity of Bosnia and Herzegovina, as well as to the peace established by the Dayton Agreement.

This was stated by Ronald Johnson, nominated for US ambassador to Bosnia and Herzegovina, during a hearing before the US Senate Foreign Relations Committee on September 17. Ronald J. Johnson is a retired US Navy brigadier general.

He said that the US aims to have a stable, secure and prosperous Bosnia and Herzegovina, which is a constructive partner of the US.

"If confirmed in this position, I will work to maintain stability and promote responsible leadership throughout Bosnia and Herzegovina. With elections fast approaching, it is important that political leaders focus on responsible governance and achieving concrete results for the citizens of Bosnia and Herzegovina," Johnson said.

"I will work extensively and continuously with all communities and actors across the political spectrum to help reduce tensions, prevent escalation, and maintain stability, thereby creating conditions for a better future for all," he added.

He stressed that, 30 years after Dayton, “the future of Bosnia and Herzegovina must increasingly depend on its leaders and institutions.”

"If confirmed, I will promote pragmatic solutions to political and economic challenges, supported by local initiatives, and support efforts to strengthen cooperation between different communities in Bosnia and Herzegovina," Johnson said.

According to him, the US can play an important role as a partner and mediator, helping to "create the conditions for long-term peace and prosperity, while simultaneously empowering local leaders to take greater responsibility for the future of their country."

Johnson theksoi se, nëse konfirmohet në detyrën e ambasadorit në Sarajevë, do t’i japë përparësi zgjerimit të bashkëpunimit ekonomik dhe tregtar mes Shteteve të Bashkuara dhe Bosnje e Hercegovinës.

“Do të punoj për forcimin e sigurisë energjetike, rritjen e eksporteve amerikane dhe nxitjen e një mjedisi biznesi që inkurajon investimet amerikane në sektorët kyç”, tha Johnson.

Johnson ka marrë më herët pëlqimin nga Presidenca e Bosnje e Hercegovinës. Ky pëlqim paraprak merret nga shteti pritës në mënyrë që një person të mund të emërohet në krye të një misioni diplomatik. Nëse konfirmohet, Johnson do të bëhet ambasadori i 11-të amerikan në Bosnje e Hercegovinë që nga viti 1995.

Që nga shtatori i vitit 2025, misionin diplomatik amerikan në këtë vend e drejton John Ginkel, si i ngarkuar me punë.

Seancë dëgjimore edhe për kandidatin për ambasador të SHBA-së në Serbi

Përveç Johnsonit, para Komisionit për Marrëdhënie me Jashtë të Senatit amerikan u paraqit edhe kandidati për ambasador të SHBA-së në Serbi, Michael Young. Ai tha se, nëse konfirmohet në këtë post, do të thellojë bashkëpunimin në fushën e mbrojtjes dhe sigurisë për të çuar përpara interesat amerikane. Gjithashtu tha se do të zgjerojë marrëdhëniet tregtare dhe investimet “për të rritur prosperitetin e SHBA-së, për të forcuar stabilitetin rajonal dhe për të vazhduar ndërtimin e partneritetit me Serbinë”.

“Do të vazhdoj të forcoj angazhimin tonë dypalësh dhe të thelloj lidhjet ekonomike e të biznesit, duke e orientuar Serbinë drejt pavarësisë energjetike dhe përmirësimit të infrastrukturës së saj energjetike. Do ta inkurajoj Serbinë të zgjedhë një të ardhme politike dhe ekonomike që u sjell përfitime Shteteve të Bashkuara, e jo konkurrentëve si Rusia dhe Kina”, tha Young.

“Kompanitë amerikane kanë potencial të madh në Serbi dhe lidhjet më të thella ekonomike me SHBA-në janë në interes të madh si për ne, ashtu edhe për Serbinë. Do të punoj për të siguruar një klimë të favorshme biznesi dhe kushte të barabarta në treg, ku këto kompani mund të konkurrojnë dhe të kenë sukses”, shtoi ai.

Sipas tij, përparësi do të ketë edhe thellimi i bashkëpunimit me Serbinë në fushën e sigurisë dhe mbrojtjes, teksa përmendi edhe procesin e normalizimit të raporteve Kosovë-Serbi.

"I will ensure that American industry is well-positioned to respond to Serbia's growing interest in meeting its defense needs through American equipment and cooperation with the American defense industry. If confirmed, I will work with the Government of Serbia to counter global threats and support our shared priorities and interests. I will encourage Serbia to promote security, stability, and prosperity throughout the Western Balkans, including through the process of normalizing relations with Kosovo," he said.

The US supports the process of normalizing relations between Kosovo and Serbia, which is being mediated by the European Union. But the process has stalled in recent years. Days earlier, a State Department official stated that restarting the process would help Washington in its efforts to convince non-recognizing states, including those in NATO, to recognize Kosovo's independence.

Young added that he will "continue to work with Serbia to use its influence to maintain regional stability, including in Bosnia and Herzegovina, as we strive to preserve the peace established by the Dayton Agreement."

During the administration of President George H.W. Bush, Michael Young served in the U.S. Department of State as ambassador for trade and environment, deputy assistant secretary for economic and agricultural affairs, and deputy legal advisor. He was also president of the University of Uhta from 2004 to 2011. The United States has not had an ambassador to Serbia since January 2025, when Christopher Hill left that post.

The procedure for appointing American ambassadors

The procedure for appointing U.S. ambassadors is based on the constitutional principle of “advice and consent” of the Senate. First, the president proposes the nominee for ambassador, who may be a career diplomat or a political appointee. The nomination is then sent to the Senate Foreign Relations Committee for consideration.

The committee typically holds a hearing, during which the nominee answers questions from senators about American politics, the country where he or she will serve, and other important topics. The committee then votes on the nomination and forwards its recommendation to the Senate, where it is considered and voted on.

Only after the Senate confirms the nominee by a majority vote does the president formally appoint the ambassador. The new ambassador then travels to the host country and presents his credentials to the head of state, officially assuming office.

Unlike in many other countries, US ambassadors do not take office immediately after being nominated by the president. Senate confirmation is an important mechanism of checks on executive power, and the process can often take weeks or months, especially when the nomination is accompanied by political controversy./REL
