
The Democratic Party accused the Speaker of Parliament, Niko Peleshi, of violating legal deadlines and obstructing the consideration in plenary session of the opposition's request to establish an Investigative Commission for the activities of the state-owned company "KAYO" sh.a.
According to the statement of the DP Parliamentary Group, the opposition has been submitting the request for more than three weeks, while the majority did not agree to the establishment of the Commission during the meeting of the Conference of Speakers held on September 17.
The DP says that the law stipulates that, after consideration by the Conference of Speakers, the request must be submitted for discussion in a plenary session no later than 15 days. According to the opposition, at the September 17 meeting, it was agreed, with the consent of the Speaker of the Assembly Niko Peleshi, that the issue be reviewed on October 5, which the DP considers the last day of the deadline.
But the opposition claims that the majority is seeking to postpone the discussion again, an action that the DP calls "arbitrary" and "illegal."
According to the Democrats, the postponement takes on particular importance after reports that SPAK has conducted searches in homes and companies as part of a criminal investigation related to the company "KAYO" sh.a. The DP claims that this is precisely why the Parliament is trying to avoid discussing the issue in Monday's session.
"At this moment, when parliamentary transparency should be greater than ever, the Speaker of the Assembly chooses to avoid an issue of public importance and not respect the legal obligations related to the review of the request for an Investigative Committee," the statement says.
The opposition also links the issue to respect for the constitutional rights of the parliamentary minority, raising questions about its role in the Assembly if requests for investigative committees are not reviewed according to established procedures and deadlines.
"On behalf of the Democratic Party Parliamentary Group, I strongly condemn the violation of the law by the Speaker of the Assembly and I ask him to implement the law and guarantee the constitutional rights of the opposition," the statement continues.
In the end, the DP makes direct accusations against Pelesh, claiming that he is acting in the function of the political interests of the majority and not as an institutional guarantor of the functioning of the Assembly.
"The Speaker of the Assembly should not be the implementer of the political will of the majority, but a guarantor of the regular functioning of the institution he leads. Niko Peleshi should know that respect for the law saves him from personal responsibility, and not the implementation of the blind orders of Taulant Balla or Edi Rama, for daily political calculations," the opposition statement concludes.
