Region, 30 joint strategic projects for investors

Over 30 strategic projects from the Western Balkans are preparing to be jointly presented to investors, in an effort to promote the region as a common investment space. The initiative is part of the package that the Regional Cooperation Council (RCC) is preparing with the region's six economies, for the leaders' summit to be held in October.

RCC Secretary General Amer Kapetanović made the announcement during the Montenegro 2026 Economic Conference, held in Budva, Montenegro. He stressed that European investors and programs should see the Western Balkans as a connected space, instead of six competing bids.

"We are preparing a joint presentation of over thirty strategic projects from across the region: one single country, not six separate models," said Kapetanović.

His speech did not provide details on the names of the projects, the sectors they will focus on, or the value of the investments. Their joint presentation aims to make it easier for investors to learn about the opportunities the region offers.

Alongside this initiative, a partnership has been established between the industrial parks of the Western Balkans and those of the European Union. According to the head of the RCC, the outcome will depend on the actions that will follow the signing and on the ability to turn the cooperation into concrete business activity.

Fewer procedures for investments

The package also includes a roadmap for shortening administrative procedures and moving them online. Kapetanović emphasized that investors are seeking clarity on three issues: what is required of them, who makes the decision, and how long the process takes.

According to a study commissioned by the RCC, ambitious reforms could attract up to 7.7 billion euros in additional investment per year. This is an estimate of the potential of the reforms, not the value of the over 30 projects being prepared.

A regional mechanism is envisaged for new businesses that will provide mentoring, contacts with investors and access to financing throughout the region. Another initiative aims to help small enterprises manage finances and cash flow.

Fragmented market remains a barrier

Kapetanović said that the implementation of the Regional Common Market remains far from complete, mainly due to complicated political situations and slow administrative procedures.

Although agreements have been reached to facilitate travel, study and recognition of qualifications, only 6% of businesses surveyed in the latest Balkan Barometer have hired someone from another economy in the region.

The Western Balkans' trade with the EU reached around 88 billion euros last year, more than double the level of a decade ago. However, according to European Commission data cited in his speech, the region's economies remain at around 35% of the EU average.

The package being prepared for the summit also includes easing telecommunications permits, a roadmap for artificial intelligence and a regional mechanism for tourism, aimed at promoting the Western Balkans as a common travel destination.
