The Deputy Chairman of the Democratic Party, Belind Këlliçi, has denounced what he describes as another suspicious case in the relations between the companies TIMAK and KAYO, raising questions about the use of a state asset in the documentation of an international tender in Ukraine.
According to Këlliç, in July 2025, TIMAK sh.pk applied for a tender in Ukraine and, to prove its capacities, submitted documentation for the use of a warehouse.
But, according to him, the property presented as a warehouse used by TIMAK was not owned by this company. Këlliçi claims that it is the premises of the former Vehicle Spare Parts Factory, property that, by decision of the Council of Ministers of March 12, 2025, was transferred to the ownership of KAYO sh.a.
The MP writes that, on July 13, 2025, Arjeta Puca presented this warehouse in the tender documents as part of TIMAK's capacities.
Just a month later, in August 2025, TIMAK DEFENCE was established, where KAYO entered as a shareholder and would contribute precisely with this asset.
Këlliçi raises several questions about the documentation used in the tender: "Who gave Roni and Arjeta the ownership documents of a state property?", "Why was the UPNA seal used on photocopied documents?!" and "From which official email were these documents printed?"

In 2025, the company TIMAK sh.pk applies to benefit from a tender in Ukraine!!!
According to data obtained from the official procurement website, Arjeta Puca submits documentation to prove that TIMAK sh.pk has a warehouse in use, as part of its capacities for the tender (attached documentation).
So far, seemingly a normal procedure.
But beyond appearances, the facts become blatant when you see which warehouse TIMAK presents as its own in use. According to the property documentation, it turns out that it is the premises of the Former Vehicle Spare Parts Factory, a property that just a few months ago, by Decision of the Council of Ministers dated 12.03.2025, was transferred to the ownership of KAYO sh.a.
So it is not a property in use by TIMAK.
On 13.07.2025, Arjeta Puca presents in the tender documents in Ukraine a warehouse that is not owned by TIMAK, but by KAYO, presenting it as a warehouse for use by her company.
By what right did TIMAK dispose of an asset that was owned by KAYO and use it to prove its capacities in an international tender?!!!
But the story becomes even more blatant a month later.
In August 2025, TIMAK DEFENCE is established, where KAYO enters as a shareholder and will contribute precisely with this asset.
TIMAK used the partner's property before the partner became one!!!
But who gave Arjeta Puca the right to use KAYO's property, when did they give it to her and on what legal act?!
So to be clearer, the chronological order is this:
Edi Rama decides to give his friend Ron Yeffe tens of millions of euros under the pretext of the defense industry. For this, he orders Ermal Raketa and Ardi Veliu to establish the company TIMAK DEFENCE with Ron.
Of course, they would also need a shed where they could paint and weld the cars (since there is no Albanian production), and for this reason, in March 2025, with the Council of Ministers' Decision, the former Vehicle Spare Parts Factory passed into the ownership of KAYO.
The asset ends up in the hands of TIMAK and is used to fulfill Roni's own tender criteria in Ukraine.
The questions that need answers today are:
1- Who gave Roni and Arjeta the ownership documents of a state property?
2- Are Ardi Veliu or Ermal Raketa employees of the state or subordinates of Roni?
3- Why was the UPNA seal used on photocopied documents?!
4- From which official email were these documents printed?
And as always in Edi Rama's narco-state, the issue is no longer who owns state property on paper, but who owns the state in practice...
