
The Basic Court in Pristina has ordered a 1-month detention order for Kosovo businessman Valon Lluka, former director of Behgjet Pacolli's company Mabetex Holding and former administrator of the concession company of Vlora International Airport.
The Court's decision came two days after Lluka was detained by order of the Kosovo Prosecution Office, under suspicion of committing several criminal offenses, including "fraud", "misappropriation of foreign assets", "misuse of economic authorizations" and "concluding a harmful contract".
Lluka became known as a former associate of businessman Behgjet Pacolli, with whom he was involved in a public conflict after leaving the management of the Vlora Airport concession company.
Pacolli has accused Lluka of making unauthorized money transfers. Among them is a transaction of over 1.5 million euros in 2026, as well as another payment of around 1.6 million euros in 2025 to a company in Abu Dhabi, for services that, according to Pacolli, were never performed.
Another accusation made by Pacolli against Lluka was the misuse of Vlora Airport funds. During the time Lluka was the administrator of the airport concession company, Pacolli claims that he abused the project budget by diverting large sums of money for personal or dubious benefits.
Pacolli has stated that due to these actions, legal cases and investigations have been initiated against Lluka not only in Kosovo and Albania, but also in the United Arab Emirates. ©LAPSI.al
