The Special Anti-Corruption Court has remanded in custody the administrator of the public company "ECO-ELB", Leli Kraja. The latter was arrested two days ago in Elbasan. Kraja was handcuffed by BKH agents in the "Fushë Mbret" neighborhood of Elbasan, and is accused of receiving an envelope with 4 million lek in bribes from a business.

Leli Kraja's name was previously included in the investigation of the Elbasan Prosecutor's Office into the activities of "ECO-ELB". In July 2025, as part of this investigation, 14 searches were carried out in the homes of people connected to the case, including the home of the company's administrator.

The investigation, registered in 2024, focused on the institutional and financial relations between “ECO-ELB” and eight municipalities in the Elbasan region. The prosecution questioned 43 people, while local officials, including deputy mayors, legal directors and finance directors, were also in focus.
The suspicions raised by the investigators relate to cases where services may have been provided only partially, for limited periods or not at all, despite the payments made.
