Why are WhatsApp accounts of businesses in Kosovo being blocked?

The loss of access to WhatsApp accounts has caused concern for some business owners in Kosovo, raising alarms about the possibility of misuse of sensitive content within them. The causes remain unclear, while institutions have not disclosed the extent of the phenomenon and concrete steps to stop it.

On the morning of September 5, Vëllaznim Kryeziu from Pristina opened the WhatsApp application to check conversations with his clients, as he usually does.

Kryeziu is the owner of a real estate company in Pristina and used this application to communicate with hundreds of clients, to whom he sent offers, videos, and information about properties.

Within minutes, he says he received several codes and notifications that appeared to be related to an app update, which he clicked on. He then lost access to his account. Along with it, a network of contacts he had built up over the years.

Since he was not accepting messages from clients, even though he had publicly announced the loss of access, his relationships with clients were damaged, he says.

He told Radio Free Europe that he was unable to open the account on another phone and had repeatedly written to WhatsApp support, but had still not regained access. In the meantime, he had received a new number.

His experience is not isolated.

Arbër Abazi, who is in the quarrying business, says that for two or three weeks he had been receiving notifications about attempts to activate his WhatsApp account by someone else. Then, his account was blocked. According to him, after a request for review, he was allowed to reactivate it, but when he tried to log in, it was blocked again.

Abazi also used WhatsApp to communicate with suppliers from abroad. He is also concerned about the potential misuse of the content exchanged there.

"Yes, there were invoices and various documents there," he says.

However, Abazi says he is not aware of anyone using his account to write to contacts or to commit any misuse.

He is awaiting review of his direct complaint to WhatsApp's customer care platform.

In recent weeks, concerns have increased about blocking access to WhatsApp accounts, mainly business ones.

Cybersecurity expert Korab Keqekolla says that the reports he and his colleagues have received about such cases started about two to three months ago, initially on behalf of businesses.

He personally says he has received over 100 messages from people asking for help getting their accounts back.

Në një njoftim zyrtar të Njësisë Nacionale për Siguri Kibernetike (KOS-CERT), e cila funksionon në kuadër të ARKEP-it, u tha vetëm se janë duke i analizuar rastet e raportuara lidhur me llogaritë në WhatsApp.

“(Jemi) duke bërë përpjekje për të komunikuar me institucionet relevante, me qëllim të trajtimit dhe zgjidhjes së kësaj çështjeje”, u tha tutje në njoftimin e 28 shtatorit, pa detaje shtesë.

REL-i i kërkoi ARKEP-it të dhëna për numrin e rasteve të raportuara, natyrën e tyre dhe rezultatet e analizës teknike, por deri në publikimin e artikullit, nuk mori përgjigje.

Çfarë po ndodh me llogaritë e Whatsapp-it?

Keqekolla paraqet dy hipoteza.

Njëra ndër to thotë se mund të jetë keqpërdorimi i “protokollit SS7” në rrjetet telefonike. Ky kod është një grup protokollesh ndërkombëtare të telekomunikacionit që përdoren për të shkëmbyer informacione dhe sinjale midis elementeve të rrjetit telefonik.

Siç shpjegon ai, përmes këtij kodi, mund të ridrejtohen mesazhet me kodet e verifikimit.

“Ky protokoll është i njohur globalisht që mund të keqpërdoret”, thotë ai.

Në Kosovë funksionojnë dy operatorë telefonikë, Vala që është kompani shtetërore dhe IPKO, private.

Të dy operatorët kanë bërë thirrje publike duke ndarë këshilla për konsumatorët që përdorin WhatsApp-in se si t’i parandalojnë keqpërdorimet e llogarive të tyre.

Vala i tha Radios Evropa e Lirë se ka pranuar shumë ankesa. Megjithatë, kompania pretendon se problemi nuk qëndron te sistemet e tyre.

“Sistemet tona janë të mbrojtura me teknologji të avancuara të sigurisë. Megjithatë, jemi të vetëdijshëm se në industrinë tonë përpjekjet për sulme kibernetike janë të vazhdueshme, prandaj hulumtimi dhe monitorimi i sistemeve tona është i vazhdueshëm”, thanë nga Vala.

Në anën tjetër, IPKO, i tha REL-it se kanë pranuar 13 raportime për probleme me WhatsApp, nga klientët e tyre. Edhe kjo kompani thotë se nuk ka identifikuar ndonjë cenueshmëri apo incident të sigurisë brenda sistemeve të saj.

A mund të jetë problemi te Meta?

Hipoteza e dytë që Keqekolla së bashku me kolegët e komunitetit kanë ngritur, është që ekziston një problem në procesin e verifikimit të identitetit te përdoruesit në platformën e Meta-s, kompanisë që e zotëron WhatsApp-in.

Megjithatë, ai thekson se pa të dhëna konkrete teknike, “mundemi veç të ngrisim hipoteza mbi këtë problem”.

Keqekolla says that in some cases he has noticed the use of Indonesian in account confirmation emails. He sees this as a possible indication of a connection to actors who, according to him, have previously carried out fraudulent campaigns against users in Kosovo.

However, the use of this language still does not prove the origin or location of the attackers.

Regarding the blocking of WhatsApp accounts, Radio Free Europe/Radio Liberty has also contacted the Meta company. As of the publication of this article, it has not received a response.

Institutions, operators, and cybersecurity experts have consistently recommended activating two-step verification on WhatsApp accounts and for businesses to have other communication channels with customers.

For Vëllaznim Kryeziu, in addition to restoring his account and contacts, it remains important to understand what happened.
