
Sali Berisha has accused the government that the National Agency for the Information Society (AKSHI) has turned into a center for secret tenders, while hundreds of millions of taxpayers' euros have been managed through it.
Berisha said that after the departure of his government, tenders for technology systems and services were focused on AKSHI.
He accused the former director of the agency, Mirlinda Karçanaj, of conducting secret tenders and claimed that a large part of them were won by Armand Frangu, whom he described as close to the Rama family.
Berisha : What happened? It happened that instead of transparent, decentralized practices of tendering for systems and maintenance in all schools, administration everywhere, we achieved one, we had one objective and invested a lot in the digitalization of all administration processes. They were carried out by municipalities, by communes, by education directorates, all decentralized. The agency had an obligation, IT standards.
