
The State Cadastral Agency continues its work in the field to identify and treat housing without ownership documentation, from old houses built before 1991 to informal housing. Currently, work is being done with dedicated groups in the villages of the Himara Municipality. The General Director of the ASHK, Lorena Goxhobelli, has been in the field to closely follow the process.
"This process is for both buildings built after '91 and old houses. We are currently working in the first 9 villages, starting with Palasa, and we will work to complete all the other villages," said Goxhobelli during a conversation with residents of Dhërmi.
During these first days in Himara, ASHK specialists have identified 235 apartments with deficiencies in their ownership documentation.
Meanwhile, in the period January-August 2026, the Albanian Land Registry Agency issued around 26 thousand legalization decisions across the country for buildings built before 1991. This figure is approximately the same as the total for 2025 and more than the total for 2023 and 2024 taken together (11,000 and 10,800 decisions, respectively).
In the Municipality of Himara, ASHK teams will be available to residents until November 25, according to a previously published calendar, and will go door to door. ASHK's new approach also aims to change the relationship between citizens and the institution. Instead of citizens always being the ones who have to travel to offices and follow procedures, the institution's teams go to the territory to identify and address problems up close. This is an effort to make the cadastral service more accessible, closer to the citizen and more oriented towards concrete solutions to property problems.
Residents of the areas included in the calendar are invited to be informed about the dates of the teams' presence and to benefit from direct contact with ASHK specialists, to address issues related to the documentation of their apartments.
