
On Friday, Donald Trump announced that Vladimir Putin would come to the aid of American drivers. After a phone call with the Russian president, he declared that Russia would supply more than 300,000 tons of oil "immediately" to the "American and global market", another 500,000 tons in November and 1 million tons thereafter.
He said another 3 million tons would follow, depending on “the state of their oil refineries.” Within hours, the U.S. Treasury issued a license allowing Russian oil to enter world markets until April.
The timing is not coincidental. U.S. oil is averaging $6.28 per gallon, near its all-time high. The midterm elections are less than a month away.
On the surface, this looks like a deal to help ordinary Americans. In reality, it’s one of the dirtiest deals I’ve ever seen. Volodymyr Zelensky was right when he called it a “gift to Putin” that would fund “further terror and disloyalty” to his nation. Trump then made a shameful call for Zelensky to be ousted, saying it was time for Ukraine to “have a new president.”
The obvious problem with this agreement is that Russia almost certainly cannot fulfill it.
Ukraine has spent months striking Russian refineries (there were more drone strikes on Saturday). Its defense ministry says 51% of Russia’s refining capacity is now out of service. Putin himself admitted last week that the attacks had cost Russia about 1% of its GDP. In June, oil supplies to Russian refineries fell to 3.8 million barrels per day. That’s the lowest in more than 20 years.
Russia was once one of the world's largest oil exporters. Not anymore. On July 31, the Kremlin banned exports of oil and gasoline to supply its pumps. It has extended that ban three times.
In the week ending September 24, Russian oil shipments from its Black Sea ports fell to zero. In August, Russia actually imported 368,000 tons of oil products by sea. This was the largest number since the start of the full-scale occupation.

The first is Lukoil. The Russian oil giant was sanctioned last October and has been forced to sell its international assets, worth an estimated $20-22 billion. His partners include Sheikh Tahnoon bin Zayed of the United Arab Emirates, who has invested in projects involving Jared Kushner, Steve Witkoff and the Trump sons, as well as the Qatari Al-Khayyat family, which is building a resort in Albania with Kushner and Ivanka Trump. A U.S. government agency, the Development Finance Corporation, is expected to participate. And Kushner has discussed the sale directly with Putin’s investment envoy, Kirill Dmitriev.
The second is Nord Stream. Reuters reported Thursday that Kushner and Dmitriev also discussed the conduct of a U.S. investor in the sanctioned pipeline that once transported Russian gas to Germany. The White House says there have been no recent talks.
This is what peace talks look like under this administration. The men negotiating Ukraine's future are the same men whose families and business partners are expected to benefit from Russian assets. And that's just what we know so far.
I have spent nearly 17 years, since my lawyer Sergei Magnitsky was murdered in a Russian prison, watching Putin use money to buy influence in the West. He has never had it so easy.
Congress gave Trump a tool to end this war. 86 senators voted for him. They must now insist that he use it, rather than trading it for a few days of cheaper oil and a share of Lukoil. Britain and Europe must make it clear that they will not follow him. Ukraine paid for its war with blood. It should not be sold out for a midterm election victory.
