Tourist season, new guidelines for noise levels in bars

In the framework of monitoring the measures for the smooth running of the tourist season, the Minister of Internal Affairs, Besfort Lamallari, accompanied by the Director General of the State Police, Skënder Hita, conducted a working visit to the Lezha district, where he inspected the security measures at the Port of Shëngjin and held a meeting at the Municipality of Lezha with the Mayor, Pjerin Ndreu, the District Prefect and leaders of local institutions.

At the Port of Shëngjin, the Minister was closely acquainted with the organization of the Border Police services and other structures responsible for coping with the high influx of entries and exits during the summer season. He appreciated the commitment of the State Police structures, as well as the cooperation with the Kosovo Police, whose joint patrols contribute to guaranteeing order and security in the tourist areas of Shëngjin.

"Every citizen who decides to visit Albania brings with them expectations for more security and tranquility. A great burden for the realization of these expectations belongs to the State Police and the responsible institutions, which are committed to guaranteeing a safe and peaceful tourist season for all citizens and visitors," said Minister Lamallari.

He reiterated the appeal for respect for the rules of the Highway Code, emphasizing that preventing accidents requires not only citizen awareness, but also firm enforcement of the law against repeat offenders who endanger the lives of road users.

During the meeting at the Municipality of Lezha, attention was focused on the implementation of the joint Instruction of the Ministry of Internal Affairs, the Ministry of Health and Social Welfare, and the Ministry of Tourism and Environment, which determines the permitted noise levels in the environment.

Minister Lamallari announced that, after publication in the Official Gazette, the instruction has entered into force and is mandatory for implementation by entities that carry out economic and social activities that produce noise, as well as by local authorities and the State Police, which will monitor its compliance throughout the territory.

According to the Instruction, in public spaces the maximum permitted noise level is 65 decibels during the hours of 11:00–20:00 and 45 decibels during the hours of 20:00–24:00 for bars, restaurants, beach bars and other entities that carry out entertainment activities.

"We want every citizen and every tourist to find in Albania not only safety, but also tranquility. Whoever chooses to vacation in Shëngjin, Rana e Hedhun or any other tourist area should have the opportunity to enjoy their vacation without being disturbed by high noise levels. This is a right of citizens and an obligation for institutions to guarantee it", emphasized the minister.

He underlined that the changes to the guidelines have been drafted in accordance with the recommendations of the World Health Organization, aiming for a balance between the development of economic activity and the protection of public health and quality of life.

The Minister announced that the State Police has been equipped with equipment to measure noise levels and will exercise continuous controls, in cooperation with the local government, in all tourist areas, from Velipoja to Ksamil.

At the end of the visit, Minister Lamallari thanked the State Police officers and all institutions engaged in the field for their daily work in guaranteeing order, security and service to citizens and tourists, expressing confidence that the 2026 tourist season will also be the most successful for Albania.

The Director General of the State Police, Chief Madhor Skënder Hita, thanked the employees of the Kosovo Traffic Police, who are in joint service with their colleagues from the Albanian Traffic Police in the Shëngjin area, within the framework of the tourist season. Hita emphasized that road safety during the tourist season remains one of the main priorities of the State Police, which is why intelligent vehicles and controls have been increased on all road axes.

"Over the weekend alone, 357 drivers were fined for speeding, with speeds ranging from 150 km/h to over 200 km/h. I appeal to all road users to respect the permitted speed limits, road signs and all traffic rules, as speed remains one of the main causes of road accidents with fatal consequences," said Hita.

Andi Bushati: An autumn with an end-of-regime atmosphere

Whether it's his own party's own dice that throw him a punch, whether it's citizens who boo him in the street, whether it's the brave SPAK prosecutors who have gotten close to his throat, or international journalists who compare him to the godfather, one thing shows that Edi Rama's political curve has reached its end. His propaganda narrative is already over.

Blendi Kajsiu: Prime Minister's misunderstanding on anti-corruption

The fact that no institution of our public administration noticed that millions of euros were invested in phantom incinerators, that AKSHI was controlled by an ordinary criminal, that the directors of the Municipality of Tirana awarded tenders to themselves, or that the police director and the director of SHISH worked for Gysi, shows that we do not have a public administration and a state.
